Government Takes Stringent Action Against 122 YouTube-based News Channels; Proposes New Regulations

In a significant move, Union Minister for Information and Broadcasting, Anurag Thakur, announced that the Narendra Modi government has blocked 122 YouTube-based news channels since 2021. Responding to a question posed by Aam Aadmi Party MP Sanjeev Arora regarding steps taken to combat fake news channels, Minister Thakur revealed that the Ministry of Information & Broadcasting issued directions to block public access to these channels for violating Section 69A of the IT Act, 2000. The content carried by these channels was deemed to be in violation of the interests of India’s sovereignty and integrity, defense, security, friendly relations with foreign states, or public order.

Minister Thakur emphasized that private satellite television channels must adhere to the Programme Code outlined in the Cable TV Networks (Regulation) Act, 1995. He further highlighted the three-tier grievance redressal mechanism within the Act, designed to address grievances related to code violations by TV channels. Thakur assured that appropriate action is taken whenever violations are identified.

In response to a separate question, Minister Thakur disclosed that the government has introduced the draft Broadcasting Services (Regulation) Bill, 2023. The proposed bill aims to replace the existing Cable Television Networks (Regulation) Act, 1995, and Guidelines regulating the broadcasting sector. The bill incorporates regulatory processes, contemporary definitions, and provisions catering to emerging technologies. It also seeks to bolster the self-regulatory regime for content regulation.

Thakur further revealed that the Ministry of Information and Broadcasting has actively sought feedback and comments from stakeholders, including domain experts and the general public, on the draft bill. The move underscores the government’s commitment to fostering a regulatory framework that aligns with the evolving landscape of the media and broadcasting sector. As the nation grapples with the challenges posed by misinformation, these measures aim to ensure a responsible and accountable media environment, protecting the interests of the nation and its citizens.
